August brought a wet interruption to the drought, especially to the coastal counties, while parts of the upstate remained dry. However, persistent long-term dryness across the entire state gave South Carolina the second driest September-August on record, statewide. September 2001-August 2002 marked the fourth consecutive such 12-month period with below-normal precipitation (see table below).
According to the South Carolina Department of Natural Resources (Hope Mizzell),
Since early August groundwater levels have dropped so much that water from
lakes and streams is being lost to the ground. We are literally seeing
small and mid-size streams drying up.
