Long-term hydrological situation in parts of the West is extremely dry. The USDA noted that mid-May conditions in southwest Wyoming and adjoining Utah included low streamflow, a snowpack that was gone up to 9500 feet, and a very dry Surface Water Supply Index (SWSI) indicators.

According to the USDA NRCS (Randy Julander), water restrictions have been implemented in southeast Utah (the Blanding/Monticello area) ... inside culinary use only, no outside water. Lloyds reservoir is below 15% capacity, with essentially no inflow.
