As reported by the media (Omaha World-Herald, 5/4), Governor Mike Johanns signed a proclamation in early May declaring a drought emergency in Nebraska. "Recent rains across the state brought welcome moisture but not nearly enough to counter the impact of nearly half a decade of extreme drought in the west, Johanns said."
